WHEREAS, the indicated portions of the following streets in Nichols Third Addition were never constructed and/or other structures were built over them many years ago, to-wit: North Avenue between Franks Street on the West and Bryan Street on the East: Weaver Street between Franks Street on the West and Bryan Street on the East; and South Avenue between the west line of Block 73 of Nichols Third Addition extended in a southerly direction on the West and Bryan Street on the East. PROCEEDINGS OF THE COUNCIL OF THE CITY OF DERIDDER, STATE OF LOUISIANA, TAKEN IN REGULAR SESSION HELD ON MONDAY NOVEMBER 9, 2009, 2009 AT 5:30 OCLOCK P.M. The Council of the City of DeRidder, Louisiana met in regular session at its meeting place, the Council Chambers, located in City Hall, 200 S. Jefferson Street, DeRidder, Louisiana on Monday, November 9, 2009 at 5:30 oclock P.M. PRESENT: Elizabeth Granger, Joseph Siciliano, Robert Rice, Gordon Jenkins, Jonnie Mango, Hayward Steele, and President Labue. ABSENT: None ALSO PRESENT: Ron Roberts, Mayor; Jerry DeWitt, Community Services Director; David R. Lestage, City Attorney; Allen Shellenbarger, Director of Public Works; and Penny R. Simmons, Clerk of the Council. President Labue called the meeting to order, called upon Councilman Steele to deliver the invocation and Mr. Jorge Quinones, Freedom Team Salute Ambassador, a representative of the U. S. Army, to lead the Pledge of Allegiance. VISITOR'S DOCKET Mr. Sonny Jackson contractor Mr. Jackson addressed the council stating that he was seeking clarification on the matter of bids being presented to the city for work connected to properties that have been condemned. He was to turn in a bid on this date and found out that the work had been done just prior to the bid letting and felt that there should be some time frames established. Since he makes his living doing jobs like these, it cuts him out of the process at the last minute. He would like the city to set some rules down for said procedures. Mayor Roberts stated they would take the matter under advisement to research for a solution. AMENDMENTS TO THE AGENDA Councilman Jenkins made a motion to amend the agenda regarding Item 11(D), the ordinance needs to be done as two single items, making them Agenda Items 11 (D & E), and Councilman Siciliano offered a second. PRESENTATION A) Jorge Quinones / Freedom Team Salute Ambassador / U.S. Army Mr. Quinones addressed the council stating that he thanked all those who supported the military as well as those who have served in the military. He went on to present commendations to present Mayor Roberts, Jerry DeWitt, Community Relations Director, Kerri Broussard, mayors assistant, and Vincent Labue, City Council President and thanked them for supporting the Army and its mission. He went on to present commendations to James Fritze and ohn Davison with Chief Gott accepting the awards for several other officers who were unable to attend the meeting. CONDEMNATIONS A) Jonnie Bennett 615 E. North St.(tabled 10.26.09) The DPW stated that Mr. Bennett is prepared to make the necessary renovations to the property and is in line for a building permit and advised the council to let this matter remain on the table. B) Lillie Morris 601 W. W. Batties St.(tabled 10.26.09) Mr. Morris stated that he would like to repair the structure and was advised to meet with the DPW this week to work out a plan and time frame for said repairs. The matter will remain on the table. C) Angela Roberson Shady Lane (tabled 10.26.09) The DPW stated that there has been no communication from the property owner and stated that it should be condemned. Councilman Siciliano made a motion to remove the matter from the table to allow council action, Councilman Rice offered a second and the motion was unanimously approved. Councilman Jenkins made a motion to condemn said property allowing the property owner 30 days to clean/clear the property of structure and debris and Councilman Siciliano offered a second. NOW, THEREFORE, BE IT RESOLVED that the City of DeRidder has hired the administrative and engineering firms of GNF Management Company, Inc. and Meyer & Associates, Inc. to assist in the preparation of said application for the fees of $1,400.00 and $1,500.00, respectively. Obscure from view any wheels, undercarriages, framing extensions, etc. All mobile homes shall be skirted with similar material in appearance to the mobile home exterior surface. They did a great job and the crowd was much bigger than expected. On Tuesday, November 10, 2009 at 5:30 p.m. there will be a Town Hall meeting at the War Memorial Civic Center regarding the DeRidder Development Ready Community Program and asked the council members to attend. Saturday, November 14, 2009 is the Culinary Festival with 12 cooks participating. We are looking forward to a large crowd this year and again invited the council to come and participate. B) Director of Public Works Mr. Shellenbarger addressed the council stating that the parking lot is completed at the new eastside park and the lights have been installed around the walking trail. The 2009 Street Overlay Project is nearly completed. KCS is in town for the purpose of installing new crossings in the Washington Avenue area. Washington Avenue will be closed for a period of time while these installations are being made. It will be a slight inconvenience, but the crossings will be nice and smooth when completed. C) City Council Councilwoman Granger stated that there are approximately 100 citizens involved in the Development Ready City Program and their participation is greatly appreciated. She also provided each council member with a folder of pictures of different spray parks, each different in design, price and color. She will discuss more on this matter at a later date. Councilman Rice requested that 440 feet of sidewalk be installed on North Street to complete that portion that was already done. Mr. Shellenbarger stated that that would be done in the near future. Councilwoman Mango stated that Lewis Street has a sharp curve in it and that the sign was overgrown and hard to see. She asked the DPW to have that portion of the road cleaned up to make the sign more visual. Also, Muldrow Street is badly overgrown and unkempt and asked the DPW to see about having that area cleaned up as well. ADJOURN There being no further business to come before the council, Councilman Rice made a motion to adjourn the meeting and Councilman Siciliano offered a second.
